Chiming back in 4 years later... This was definitely a good change, but I'm wondering if the cooldown should be further shortened. I propose that the base Elemental Storm cooldown be reduced to 30s, and that the Improved Elemental Storm feat should reduce the cooldown to 18s (in addition to its existing improvements to target count and damage).
Looking at Quake Shock with a 30s cooldown, and Sweeping Strike and Whirlwind Attack which both have an 18s cooldown, the 60s cooldown on Elemental Storm still feels punishingly long. Melee characters can build for all 3 feats (and can even get a 4th AoE ability if they equip a Ground Splitter warmace). Also, a new whirlwind attack damage boost runeword was just added for season mode. In contrast, ranged can only get Elemental Storm or Hail of Arrows, both of which are gated behind PrC levels. Since Elemental Storm is the capstone Elemental Archer ability, and given the lack of AoE options for ranged types, I doubt this QoL improvement would upset any game balance.
