I hear the guild isn't that active these days and haven't seen any members online but I'd like to join.

Staff members Brumm and MadMage999 are co-founders of the Arcane Society, but they likely are busy with development and coding right now. According to the guild FAQ you need to speak to one of their characters - Mist (MadMage999) or Ahriman Cold (Brumm) - and request to join. If you haven't seen them in-game yet perhaps you should send them a PM to arrange a meeting character-to-character.
